Astronomy demoted Pluto in 2006. Astrology declined to follow — not out of stubbornness, exactly, but because the tradition’s categories were never about mass. In a chart, Pluto had spent seventy years describing something specific, and a vote in Prague didn’t change what.

What it describes is the underworld portfolio: power, obsession, secrets, endings, and the rebuilding that follows them. Pluto was discovered in 1930, as depth psychology was mapping the unconscious and physics was a decade from splitting the atom, and the tradition — which reads discovery eras as part of an outer planet’s meaning — took the hint twice over. This is the planet of what’s buried, and of how much energy is stored there.

What Pluto governs

Transformation, in the demolition-and-rebuild sense rather than the makeover sense. Wherever Pluto sits in a birth chart, surfaces don’t hold: that house is a part of life where you periodically lose the structure you built and discover which parts were load-bearing. It’s also where your relationship to power lives — having it, hiding it, handing it over, or spending a decade retrieving it.

Pluto rules Scorpio, the sign that treats trust as a vault rather than a lobby. Pluto takes about 248 years to lap the zodiac, on an orbit eccentric enough that the per-sign pace swings from a dozen years to over thirty — between 1979 and 1999 it was actually inside Neptune’s orbit, sprinting (by its standards) through Scorpio. It retrogrades five to six months of every year, which with a mover this slow is texture rather than news.

No one lives to see a Pluto return. Nations do: the United States had its first in 2022, when transiting Pluto reached the degree of Capricorn it held in 1776 — an event astrologers had circled on the calendar for generations, on the theory that even a country eventually gets asked what its power is for. For a person, Pluto’s schedule is simpler and stranger: one partial lap, a handful of exact contacts, and the standing observation that the chart’s slowest planet is the one whose work, once done, stays done.
