    Interface NatalLocalResolution

    Captured assertions, checked arithmetically without consulting today's Intl/tzdb. The fields after policy are optional from the time-basis conventions set on, so a record in rc.14's shape is accepted, and absent before it; each one given is checked. resolveLocalToUtc returns the whole object as localResolution (docs/time.md).
