The search findLongitudeCrossingsWith makes, with the step as
options.stepDays (default 5), under an optional budget of longitude
evaluations, options.maxSamples. It is refused before any sampling when
the coarse scan alone needs more than the budget, and otherwise when a
refinement would pass it; either way it returns a typed refusal with no
crossings rather than throwing. Invalid input still throws RangeError.
